If you watch the video, she starts with the difference in training.
Then during the phone call at first she gives a general example: “even when we think about temperature, it’s Celsius and Fahrenheit”, and so on. It’s an example of what is different between different countries. Then she asks whether difference in training (not in measuring systems) might have been responsible.There is never any implication of causality on the part of the measuring systems.
If the measuring system, the stated example, is not the suggested cause, then what specifically is? By its nature, aviation is highly standardized internationally. This especially includes aircrew training. These standards are set mainly by the International Civil Aviation Organization. Each country has its standards and laws of course, but they must conform to ICAO standards if their airlines or pilots want to operate in other countries.
