Considering what that designation entails, I imagine that might be the reason for the three-hour telephone call between Chinese Primier Xi and US President Biden.

My rhetorical question is, if Russia is not a terrorist state, who is? What Russia has done to the US is tantamount to a declaration of war, IMHO.
