But the answer on nukes is that you act as if they aren’t going to be used, because he will always take more if you give in.

Nukes in the post-WWII era are basically like the gun in a bank robbery. The entire purpose is to convince people that yes, you really ARE crazy enough to use them, without ACTUALLY pulling the trigger on someone. (Pulling the trigger at harmless space is a potential option to help convince people you’re serious.) Because you know - and, on some level, everyone knows - once you pull that trigger, there is no going back. You are in for a BAD TIME.
