Why does Egypt insist on keeping the Rafah crossing closed to refugees?

Because they’re afraid if they let thousands (or tens of thousands) of refugees enter “temporarily”, it won’t end up being temporary at all. And they’ll be stuck with all these refugees that now they’ll be responsible for.
