What Putin really means is that :

Ukraine, Moldova, Crimea, Georgia, Estonia, Latvia, Lithuania, Finland, Poland, Belarus, Romania, Bulgaria, Macedonia and perhaps others of his choosing have no claim to sovereignty.

One of my hobbyhorses here for ages has been to point out that Putin’s long-term goal is to reunite the former Russian/Soviet empire within its 19/20th-century boundaries and it looks like he has just taken another major step in that direction. His remarks about Ukraine make it clear that he is not going to stop at Luzhansk and Donetsk.
