No, the mandate was for necessary measures to protect civilians, and a no-fly-zone, also an arms embargo. It’s very loosely worded. NATO currently considers strikes on Gadaffi’s military structure to fall within the rubric of protecting civilians.

Let me be clear: if this was out of legal bounds, that’s bad, and it’s an issue. NATO has made it clear that they intend to continue hitting command centers. They have stated that they did not intentionally target Gaddafi and his family.

But Gaddafi was not sitting in Tripoli surrounded by family thinking ‘lalala, they aren’t allowed to drop bombs on Tripoli, I trust the UN on this’.

I thought I read that this this was at the son’s house. This was was a student, and not part of Qaddafi’s military or government.

I will have to go look again.
