Haha we need a football ref at Obama press conferances calling Delay of game penalties when he stalls like that. Instead of 15 yards tho penalty invokes an additional 5 minutes for the conferance and ref picks the questioner.

It’s an intentional strategy to run out the clock.

I’ve done the same thing in the past at press conferences, when there were certain questions that I did not want to have asked in public. So you ask some friendly/dumb reporters their questions, knowing you will get a softie, and then just ramble on and on, then look at your watch and say “Look at the time” and walk away.
