Regulating behavior, by its very nature, is post facto enforcement. It’s already illegal to shoot people, but we can’t do anything about it until people get shot. By regulating the tools, and the ability to access those tools, we move towards being able to prevent people getting shot, rather than punishing after the fact.

And this discussion is why I saw a guy in Home Depot with a shirt that said “This [AR-15] is a tool not a weapon.”
