Not everything in the PDF is banned, some are there as examples of what the Neo Nazis have shifted to since other symbols were banned. If it doesn’t have the squiggly “S” thing across it, then it’s not actually banned.

Point of interest: The squiggly thing is the German Paragraphenzeichen or “paragraph sign”, signifying a paragraph (law) in a legal code. So the images thus marked fall under the law being discussed. In English it’s called a section sign.
