That, say, a riot occurs, is a fact.
The reason for the riot will be an opinion of somebody.
The reporter can report that the rioters “claim to be rioting for this reason”, and that is a fact, the rioters are making such claims.
But a reporter who says, “they are rioting because of this reason”, has inserted his own opinion as to the cause of the riot.

That is obvious, but cases are not always obvious.
