I’m just cutting and pasting comments from other messageboards.

a propos of nothing at all, i just learned (i’m working up here in chilly Columbus as per my usual weekly schedule) that under Title VI of the Civil Rights Act, any health care provider who receives Federal money (i.e. accepts Medicare) is required to give ‘access to services’ to limited-English patients.

In other words…take Medicare, and the translator is an obligation. Why are we giving doctors even more reasons not to accept Medicare? I don’t want to get all uppity about English being the required language in these here parts, being a bilingual sort myself, but making it the health care provider’s burden doesn’t seem like a good Medicare recruitment technique.
