The bill includes a list of terrorist groups that are on the “banned list” but the Presidential waiver clause pretty much negates the “ban” anyways.

Maybe, I don’t have a position on whether she is wrong or right. Note however, that neither waivers, nor loopholes prove that the “outlawed” claim is wrong.
