This seems to be the growing consensus over Friday’s freakouts by Senate Repubs:
In the McConnell era, there are always GOP senators whose job is to keep Dems talking for as long as possible while the clock runs out - whether they’re conscious of their role or not. In 2009, on the ACA, it was Grassley and Snowe. In 2021, it’s senators like Portman and Moran.
