There is no murder without intent. The doctor could have criminal liability using a negligence standard. The woman wouldn’t, unless she did something like drug use to create the risk of losing the baby.

And to determine any of that:
Intent
Negligence
Risky behavior
There will have to be a thorough investigation. Every time.
