Ignoring the fact that Joe is arming the commies against the commies that the red hats see as the greatest threat, Chy-NAH. Putin just wants to make Russia great again, after all.

The US supplied a massive amount of military aid to Yugoslavia during the Truman and Eisenhower administrations. This followed the acrimonious Tito/Stalin split of 1948. The military gear was in response to a genuine fear of a Soviet invasion, as happened later in Hungary and Czechoslokia. The aid stopped in the late 50s but some of the equipment stayed around long enough to see combat in the civil wars that followed the Yugoslav breakup in the 1990s.
