I disagree. At least in this specific case.
As he wrote, “in my opinion”.
We can do nothing about readers who are unable to distinguish statements of fact from expressions of opinion.

In this case does in my opinion mean:
An informed medical opinion based on research and experience
A personal opinion based on no expertise
An otherwise meaningless throwaway phrase to make the tweet “acceptable” because imo
