That letter uses the wrong metric. Nobody thinks Republicans will get a majority of the votes. There will be millions more votes for Democrats across the country. The problem is that most of those votes won’t count.

that is the issue, Trump knows that he has zero chance of winning even a plurality of popular votes and a diminished chance of pulling out an EC win.

That leaves only extralegal methods at his disposal…
