No, it does not. It makes him against protecting the victims of those crimes from being forced to carry a fetus resulting from the crime to term. Newt would still favor the trial and upon conviction imprisonment of the person who committed rape or incest.

Still rotten to believe, but I had to put that in for clarity’s sake.
