I sorta suspect that individual members can’t force a vote on anything at anytime they like, but perhaps I’m mistaken.
It depends upon how they introduce the resolution. If it was a ‘privileged’ resolution it would have forced a vote.
Meadows didn’t do that because he knows he has nowhere near the votes to pass it. It’ll give Hannity something to yell about until they come back, though.
Mark Meadows could have forced a floor vote on impeaching Rod Rosenstein if he had the support of the House of Representatives. Any member can bring a privileged impeachment resolution to the floor.
Meadows didn’t.
