Ships are required to have a harbor pilot on board while transiting in/out. The nationality of the crew is almost besides the point (though the racists will be racist regardless of what was found).

Some tour guide in Astoria, OR, made it sound like the mouth of the Columbia was the most treacherous sailing anywhere, necessitating a Harbor Pilot.
