It’s a Russian national touchpoint. When Rome was sacked and occupied by barbarians the new center of Christianity became Constantinople, hence it was the second Rome. When Constantinople fell in the 15th century Russia tried to make the claim as being the new Rome but damn them westerners ignored the Proclamation (defying the will of god in the opinion of the Russian church).

It’s a Fifteenth Century thing that the Russians never quite got over.
