I could see for anything over 2250 Watts (3 HP). Gas mopeds are more powerful than that, iirc. I have a problem with restricting power in some cases as it relates to how a person operates the vehicle. We allow vehicles with 700+ HP that can go over 160 MPH to drive on the highways because we expect the operators to not do that. So I guess that would involve licensing the rider.
