“We were in a hurry”. And you know enough about DoD contracting to know better.
That’s why Katrina used debit cards instead of cash. That pallet of currency was likely stolen with the connivance of at least some of the people supposed to be guarding it. Saddam had lots of smugglers on his payroll and such people likely convinced some money-tight soldiers to let the pallet disappear in exchange for a cut of the proceeds.
