Well first, one has define “cut” in terms of fiscal responsibility. Would you agree that social spending, if it can be made more efficient and stream-lined, can see its budget “cut” and still maintain the same level of service?

How about means testing social security benefits? If I retire rich as stink, I won’t need it anyway. But if my fortunes turn out bad I want it there.
