As I recall, that is how they managed to raise the national minimum age for alcohol to 21: by threatening to withhold transportation funds.

But if they really cared about freedom they would dispense with roads and all go cross-country…

also speed limits; some states wanted 75, but. (so instead they just don’t enforce the 65, which, okay.)
