All I am saying is that telling someone they cannot have a gun does not mean they won’t have a gun.

But having them on “paper” as not being allowed to have a gun gives you the authority to do something if they are discovered with a gun. If no “paper” saying they can’t have a gun then law enforcement doesn’t have a legal leg to stand on in taking the gun (legally or illegally obtained in the marketplace) from the person.
