To the conspiracy nuts, no disease evolves on its own in areas of bad sanitation anymore. All new epidemics are the result of government plots. Why the plotters would want the major economic depression an epidemic would cause is never explained.

Sure it is, if you watch, play, or read enough cyberpunk material. Off the top of my head, Deus Ex provides the best “example” of why such theories are entertained, namely that the disease is manufactured alongside its cure, with the distribution of the cure linked to either usefulness to the “New Order” or to weed out “undesirables.” The subsequent collapse of society allows the government to further tighten control, either alone or in service to its corporate masters, speeding along the installation of the “New Order” in order to restore civilization as well as providing an excuse to “quarantine” those “undesirables.”
