Russia’s initial goal was to take and hold Kyiv long enough that the civilian government went into exile and the West all but surrendered the whole of the country to Moscow. As they’ve failed to achieve that goal, they’ve downgraded to forcing the Westto sign off on their annexation of 1/3 of the country while backing away from Kyiv for fear of “provoking” further violence. Meanwhile, the GQP’s goal is largely the same as it was when the war began, which is to deal Biden a major foreign policy “loss” that they can campaign upon next year by accusing him of getting the US involved in a hopeless fight.

It’s very difficult. The Soviet Union and Russia have spent a lot of energy making sure that uprisings don’t happen, by stifling any sort of organization outside of government control. So people can bitch and whine to a certain extent, but there’s very little place to go to organize anything more, because society is very atomized.
There’s also very cultivated and nasty nationalism and authoritarianism that is really pervasive, so the complaints about the war aren’t “the war is wrong” but “the war is being fought wrong”, and many useless appeals to Putin to fix it when he’s the cause of all of it.
The apathy goes both ways, however. When Wagner literally invaded and took over a good size and militarily important city (Rostov-na-Donu), the good people and soldiers from the area didn’t grab their guns and shovels and force the invaders out. They just shrugged, took some selfies, and sat on their hands waiting to see how things would shake out. So they don’t look like they’re ready to overthrow Putin any time soon, but are unlikely to give a shit if someone else does.
This sort of apathy didn’t occur in Ukraine, when Ukrainians fought to the death against their own invaders. That came as a shock to the Russians.
