The moon would be a natural stepping stone on the way. Why launch from earth when you can have a low gravity base and staging area?

Why have any gravity whatsoever?

I’m no expert by any means, but it’d seem that a space station would be superior in every way, especially since, as less massive than the moon, it’d attract fewer meteorites.
